- CURRENT SUMMARY:
- Providing independent consulting services in the area of safety and
health specializing in accident investigations; forensic engineering;
expert witnessing; OSHA Compliance Audits; safety engineering; safety
evaluations, program assessment, development and strategic planning; and
safety and compliance training since 1994.
- PRIOR SUMMARY:
- Thirty years of experience within the Electric Utility Industry with
direct involvement in occupational safety and health for construction,
maintenance, and operations of distribution, transmission, and electric
power generation systems. Served in various engineering, supervisory,
and management positions. Also, very active in the industry standards-making
process.
- PRIOR EXPERIENCE:

- Managed Georgia Power Company (GPC) Safety and Health Department
for 14 years with responsibility for program development, accident
prevention and investigation, fleet safety, industrial hygiene, industrial
health, worker's compensation and OSHA compliance. Safety performance
improvement represented an annual savings of $4M during the last four-year
period as follows:
- Lost workday incidence rate reduced from 0.66 to 0.13
- First time medical treatment cases reduced from 1646 to 640
- Vehicular accident frequency rate reduced from 8.52 to 3.28
- Developed the first Alcohol & Drug Screening and Employee Assistance
Programs both of which became industry model programs
- Developed and implemented the first Industrial Hygiene Program
within the Southeastern Region
- Managed health issues such as EMF, Asbestos, and PCB's. Served as
Chairman of Company's EMF Steering Committee and on The Edison Electric
Institute (EEI) EMF Steering Committee
- Fifteen year membership on The EEI OSHA Task Force Served
on the initial group that developed and presented the first joint
EEI/IBEW proposed Maintenance Standard to OSHA in 1977 Proposal
finally became 29 CFR 1910.269 and 137 in January, 1994 after four
revisions, several public hearings, and three impact studies
- Managed a detailed Productivity Improvement Project for GPC where
first line supervisors utilized laptop computers to monitor actual
labor and material cost for comparisons with engineering estimates,
benchmarking and improvement for both transmission line and substation
construction
- Managed a Computerized Aided Design (CAD) Transmission Line Mapping
System for GPC to produce computerized transmission grid and key maps
- Managed Computerized Construction Management Schedule Program for
GPC(920 active projects and 500 forecast projects/year)
- Managed Computerized Substation Information System Program for
GPC including substation equipment inventory, spare parts cross reference
file, equipment maintenance file, and system operation file (over
25,000 spare parts, for 2,582 substations and over 18,000 pieces of
major equipment)
- Managed the Operational and Maintenance decentralization of the
GPC Atlanta Division into two separate divisions The annual
operational budget was over $50M with 1,200 operational and maintenance
employees in over 60 locations
- Direct participation in the development of the EEI Training Program
for The Electric Utility Construction, 29 CFR 1926.950, Subpart V
- Six year membership on Electric Power Research Institute (EPRI)
Environmental Health Advisory Committee
- Represented EEI on the ANSI A92 and A92.2 Committees on Articulating
and Rotating Aerial Devices for 19 years. Chairman of the EEI Delegation
to negotiate the controversial decal issue with Aerial Device Manufactures
in 1977 78 and 1990 91
- Represented the National Safety Council on The ANSI C.2 Committee,
National Electric Safety Code for 10 years and the EEI for 12 years
on Panel 8 of the ANSI C.2 Committee
